Carter County commission approves multiple budget amendments, grants and donations

At its March 18 meeting, the Carter County Board of Commissioners approved a series of budget motions and resolutions advanced by the Budget Committee.
The commission moved funds within the Parks and Recreation budget to provide a county match totaling $63,000 for a 319 grant (transferring $8,000 from Architect, $22,000 from Contributions and $3,000 from Other Contracted Services to add to $30,000 already earmarked). The board also approved a Community Development Block Grant (CDBG) resolution to purchase radios for fire departments, authorizing up to $62,759 to be paid from American Rescue Plan (ARP) funds.
Additional actions included a freeze on Parks & Rec spending pending Budget Committee recommendation; awarding $15,000 from the Unassigned Fund Balance to HVS for a hotel feasibility study (to be reimbursed by a 3-Star Grant); allowing departments with no significant budget changes to forgo the first round of budget hearings at the Finance Director’s discretion; and approving multiple budget amendments: County General Fund Amendment 101-9 ($163,567.27), Highway Fund Amendment 131-4 ($3,741.75), General Purpose Schools Fund Amendments 141-6 ($202,341.67) and 141-6b ($153,182.45), and School Federal Projects Fund Amendment 142-6 ($9,073.89).
The commission also accepted monetary donations to the county animal shelter totaling $11,564.28 and non-monetary donations totaling $990.00. The Health & Welfare Committee brought forward a resolution designating April 2024 as Make-A-Wish World Wish Month, which the commission approved.
