A council member who said they had served on the planning commission when the issue first arose described the background: lots nearby had mismatched zoning and undeveloped streets, and the license was used so the Nelson family could build a house with half the driveway on private property and half on public right-of-way. That council member said the license would cease if the street were ever built.
A council member asked whether the intent would attach the license to the address so it would carry with future sales; staff confirmed the council needed to approve the resolution of intent and that a formal, revised license agreement would be negotiated and returned to council for execution with the new owners.
Nate Farkas, identifying himself as the grandson of Mary Nelson of 605 Leggett and a township resident, addressed the council during public comment: "This is a big milestone for the family that's gonna purchase this home," and thanked the council for moving the item forward.
The clerk called the roll. Members voting yes were Dora, Fritz, Calio, Lyon and Maneta; the resolution of intent passed. Staff said it would bring back a revised license agreement reflecting the new owners terms after the sale.
