Fayette County approves landfill monitoring contract and adjusts ethanol-plant water rate; authorizes Rattlesnake plant change order

The board voted to authorize Sanitary Engineer Jason Little to enter into a contract with Burgess & Niple, Inc. to perform semiannual groundwater, surface water and leachate sampling, laboratory analysis, statistical analysis and reporting, verification re-sampling and agency negotiations for Fayette County Landfill No. 3 and the county C&DD landfill. The estimated cost for the 2026 services is $55,400.00. The motion was moved by Donald L. Fleak and seconded by Tony Anderson; Garland was recorded absent and the motion carried.
Also on Little’s recommendation and per a Water Supply Agreement with ASA Bloomingburg, the board approved an annual automatic adjustment tied to the Producers Price Index that raises the water rate to the ethanol plant from $2.02 to $2.07 per 1,000 gallons, effective January 2026. Commissioners made the change by motion and roll-call vote; the record shows Anderson and Fleak voting aye and Garland absent.
Separately, the board rescinded a Feb. 17 work change directive and authorized Work Change Directive No. 1 for Contract A at the Rattlesnake Water Treatment Plant. The directive includes replacing an existing pump with modifications to a Franklin Electric vertical-stage unit, replacing the existing Eaton control panel with an ABB 240V single-phase drive (5 HP) and any necessary wiring updates to support the new 5 HP VFD. The change increases Contract A by $26,450.50 (adjustment to contract A sum $27,706.90) and adds a CMAR fee of $1,256.40. The motion passed with Anderson and Fleak voting aye; Garland was absent.
The actions affect county environmental compliance and the municipal water account that supplies a private ethanol facility; commissioners noted the rate change follows the contract index adjustment mechanism rather than a one-off local policy change. No comment or public testimony on these items appears in the meeting record. The board took the votes during its regular session and adjourned at the end of the agenda.
