San Angelo ISD approves bond project contracts, athletic field and roofing work

Brooks Waner of KFW and a Parkhill representative provided construction and schedule updates for bond projects including Fannin Elementary, Lakeview and Central High School. After presentations and Q&A about design choices and coordination with turf and lighting projects, the board moved to consider contract awards.
Key approvals included:
- Lee Lewis Construction as construction manager at risk (CMAR) for the Fannin Elementary project; the board approved the recommendation after a scoring process (motion passed 6–0).
- Hellas (Hellas Construction) for the district’s athletic projects at a total contract price of $11,003,150 plus a 5% contingency. Representatives discussed warranty and base pad differences for stadium versus other fields; trustees approved the award 6–0.
- JET Construction for roofing repairs at nine campuses for $1,558,676 to complete work related to hail damage; administration said partial insurance proceeds have been received and the remainder will follow contract finalization (motion passed 6–0).
- Playgrounds Etc. selected for a Bottom Elementary playground at $79,119.63 (split with the school PTO) with a $10,000 contingency; trustees approved the award 6–0.
Board members stressed coordination among projects to avoid conflicts (for example, timing transformer installation with turf work) and asked about lifecycle and warranty details for turf surfaces. Hellas representatives said stadium pads will reduce future base work when top layers are replaced.
What’s next: Administration will move forward with contract negotiations and project mobilizations; staff said some projects will be phased around athletic seasons and other campus work to minimize disruption to events.
