San Angelo — District administrators delivered a broad midyear academic update March 26, highlighting pockets of student growth alongside staffing challenges that, officials said, limit progress on some campuses.
Doctor Gomez reviewed middle‑of‑year assessment data across elementary and secondary campuses and identified campuses undergoing school improvement processes. He told trustees that kindergarten and first‑grade early literacy measures (DIBELS/M class) show mixed progress — some campuses showed notable declines at the well‑below level that prompted immediate professional learning and MTSS adjustments, while others posted measurable gains.
"When we talk about those staffing hardships, they are real, and we do see that in the fifth grade math gains," Gomez said, then described targeted supports such as master‑teacher observations, revised MTSS groups and summer programming for early learners at Bel Air and Goliad.
Doctor Self and other instructional leaders described the ABC evidence review — a quarterly walkthrough and coaching process that focuses on adult practices (learning intentions, success criteria, teacher 'verbing' and feedback loops). Doctor Self said the district has conducted thousands of informal walk‑throughs and is emphasizing quality of instruction over mere usage of curriculum materials.
"We really focused on solid implementation of our HQIM through the lens of Bluebonnet, reading and math," Doctor Self said, and added that follow‑up coaching and actionable feedback are central to the district’s improvement work.
Trustees asked about the link between school consolidation (rightsizing) and staffing stability; administrators said consolidation is a long‑range tool and that short‑term efforts include targeted hiring, internal reassignments and a district job fair on April 11.
The presentation also flagged that when highly qualified staff cannot be found, interim coverage or strategic staffing has limited impact on student growth; district leaders said the bond‑driven facility consolidations should help with staffing and program alignment in future years.
What’s next: The district will roll out additional targeted professional learning and summer supports for early grades and continue ABC evidence reviews and coaching cycles. Administrators said they will return to the board with updates as interventions are implemented.
