Frank outlined the regulatory backdrop: the Energy and Carbon Management Commission (ECMC) approved the DRACO site in March 2025 for up to 26 laterals that would reach under parts of Erie, and a 2024 state law prevents municipal minerals from being forced into pooled development without the local government's consent.
