"We have pretty much, we're in the final stages of the Cove Reservoir EIS," the committee member said, adding the project could start construction this fall if approvals and engineering plans are completed. The member said an engineer is already under contract and that engineering plans and specifications will be the next step before the project is put to bid.
The member noted the county previously received a $9,000,000 appropriation that will be used to acquire property, rights‑of‑way and advance the EIS and design work. "We got a $9,000,000 appropriation... we can use that money to find [land]... we get almost all of the property purchased and rights of way down and the EIS done," the member said.
Committee discussion did not record a formal vote or further action at the May 7 meeting; the report functioned as a status update and staff indicated continued coordination with federal agencies and federal funding sources would be required.
Next steps identified by the member include completing engineering plans and specifications and moving to a public bid process; timing depends on remaining EIS steps and required approvals.
