Franklin County supervisors approve hires, intergovernmental agreements and set budget hearing

At its May 5 session the Franklin County Board of Supervisors approved a bundle of routine motions including personnel actions, intergovernmental agreements and a construction pay application.
The board approved hiring Gilberto Luna as a sheriff deputy and set his wage at $31.92 per hour for FY2026 and $32.62 per hour for FY2027; the motion to hire was made by Supervisor McVicker and seconded by Supervisor Lukensmeyer and carried on a unanimous vote by the three supervisors present.
Other actions approved by unanimous vote included a 28E agreement with the Wright County Conservation Board to share an employee; a Non‑Profit Agreement with the Greater Franklin County Chamber of Commerce for FY2027; Community Resource Center lease agreements for FY2027 with 43 North Iowa and with Onward Therapy PLLC; a Memorandum of Understanding between CICS and Franklin County for employment of Josh Henderson; and Pay Application #2 for Carl A. Nelson & Co. for the Courthouse Electrical Upgrade Project. Acting as Drainage Trustees, the board also approved drainage minutes from April 28, 2026.
The board scheduled a public hearing on a FY2026 budget amendment for 9:15 a.m. Tuesday, May 26, 2026, at the Franklin County Courthouse. Several motions were moved and seconded by Supervisors Lukensmeyer and McVicker throughout the session; minutes record each vote as "all ayes."
Why it matters: These approvals enact staffing and contracting decisions that affect county operations and ongoing courthouse renovation work. The scheduled budget amendment hearing provides the public an opportunity to review and comment on prior‑year budget adjustments.
The meeting was adjourned by Chairman Chris Vanness at 10:05 a.m.; the board will reconvene for its next regular session at 8:30 a.m. on May 12, 2026.
