PGCPS HR leaders report drop in vacancies after early-hiring push; substitutes and systems remain gaps

Prince George's County Public Schools human resources leaders told the Board Audit Committee on May 4 that the district has sharply reduced teacher-of-record vacancies after stepping up early hiring offers and reorganizing staffing support, while warning that substitute screening and outdated HR platforms remain pressing problems.

Dr. Dana Edwards, chief human resources officer, said the district has shifted toward earlier recruitment and onboarding to avoid the enrollment-year scramble the 2024 Urban Schools Human Capital Academy audit flagged as a core weakness. "Late hiring can lead to lower new-hire quality, lower new-teacher retention, lack of preparedness, and unstaffed classrooms," Edwards said. She reported the district previously had about 500 teacher-of-record vacancies and now has roughly 170–180.
