Council approves sewer reimbursement area and authorizes grant application for athletic field lighting

City staff told council the city will seek reimbursement from four parcels to recover "just slightly under $88,000" in additional construction and administrative costs, and recommended recording a latecomer reimbursement agreement against those parcels. The resolution was moved, seconded and approved by voice vote.
Resolution 1874: The council authorized the mayor to submit a grant application to the Washington State Recreation and Conservation Office for the youth athletic facilities grant. Parks Director Aliyah Hibbs said the application requests $400,000 to relamp Boise Creek and light two unlit fields; staff proposed using $202,000 in available impact fees as part of a 50% match and budgeting the remaining estimated $198,000 in the 2027 budget. Hibbs told council, "This grant application proposes an award of $400,000," and confirmed "the match requirement is 50%" and that "we actually have 202,000" in impact fees available. Council moved and approved the application by voice vote.
Both resolutions passed during the meeting; council did not attach special conditions beyond the standard terms described in staff reports.
What's next: The sewer reimbursement agreement will be recorded against the identified parcels to allow the city to recapture costs; parks staff will proceed with the grant application and, if awarded, will work on matching funding and project budgeting in 2027.
