Huron County commissioners re-designate NCAT for rural transit, renew Delta Dental contract and OK $10,000 cybersecurity training

The Huron County Board of Commissioners on Oct. 16 re-designated North Central Area Transit (NCAT) as the county's grantee for the Section 5311 Rural Transit Program effective July 1, 2026 through June 30, 2030, voted to renew a supplemental dental contract for calendar year 2026, and approved a $10,000 IT training and firewall migration contract.
Re-designation of transit grantee: Commissioner Harry Brady moved and Commissioner James R. Morgan seconded a resolution recommending that NCAT continue as the grantee for capital and operating assistance under 49 U.S.C. Section 5311 and Ohio Public Transportation Grant Programs. Brady said the re-designation is necessary to receive Ohio Department of Transportation funds for the 2027 funding year and that the grant application is due in November. NCAT staff member Mary Habig told the board NCAT received funding for repairs at the '306' location and prefers not to use those funds for Huron County work unless the county re-designates NCAT; the board noted the grant must be spent by 2029.
Delta Dental renewal and other approvals: The board unanimously approved resolution 25-288 to renew the county's supplemental dental insurance contract with Delta Dental Plan of Ohio, Inc. for the 2026 contract year (Jan. 1'Dec. 31, 2026). The board recorded the contract is on file.
IT training expenditure and travel: The board approved an expenditure over $5,000 (resolution 25-291) from the IT Travel and Training account to VTech for Checkpoint Firewall Training and Migration Assistance in the amount of $10,000. The board also approved travel requests for staff including Dave Longo and Greg Turson to the State Public Defender Summit (Oct. 15'17, Columbus); Megan Bursley to the CTAO Fall Conference (Nov. 11'14); and Art Mead and Kye Stevens to an EMA sector meeting in Wood County (Nov. 21).
Other items: At 9:13 a.m. Commissioner Brady introduced GLCAP representatives Mindy Birkholz and Jim Oliver; Birkholz will succeed Oliver in the role that handles the county transit plan and Transportation Advisory Committee. Brady also briefed the board on sharply higher energy costs, saying "a year ago, the high end was $30 a megawatt per day, this year is $253 a megawatt hour," and summarized work on CORSA's captive reinsurance to help control future insurance costs.
Votes: All recorded resolutions and approvals passed by unanimous roll call (Aye ' Harry Brady; Aye ' Tom Dunlap; Aye ' James R. Morgan).
