Huron County approves 2026 employee health contribution rates and HSA design under CEBCO

The Huron County Board of Commissioners on Oct. 16 approved employee contribution rates and plan designs for the County Employee Benefit Consortium of Ohio (CEBCO) 2026 plan year, continuing two options and preserving a $1,300 annual stipend for employees who waive county coverage and provide proof of other insurance.
The unanimous vote adopted the board's recommendation to offer PPO Plan 2F and HSA Plan E1 for calendar year 2026 and set the employee and employer monthly contribution rates for single, employee/spouse, employee/children and family coverage tiers. The board also approved employer HSA contributions that include one-time payments for renewing and new HSA enrollees and monthly deposits for all HSA participants.
Why it matters: the adopted design affects employees' paychecks and out-of-pocket costs in 2026 and continues a $1,300 annual incentive (paid pro rata) for employees who certify other coverage; the stipend is not payable to employees whose spouse is covered under a Huron County plan, in line with ORC 305.171(G) and (H).
