Fraunefeld said previous problematic grant‑assurance language (ICE/DEI clauses) had been removed or softened; staff offered to sign the agreement now and ratify the signature at the March 10 public meeting. Commissioners authorized immediate signature pending an executive‑session verification of the assurances.
