The Arapahoe County Board of Commissioners voted Feb. 3 to adopt the 2025 update to the county’s Infrastructure Design and Construction Standards (IDCS), with an effective date of May 4, 2026 to provide time for applicant outreach and implementation.
Cela (Celia) Rethamel, engineering services division manager, summarized the changes: clarified abbreviations and plan‑stamping requirements, specifications for private‑road signage, updated pavement restoration language (encouraging lane‑to‑lane repairs to avoid repeated trench cuts), subsurface engineering requirements for utilities, and revised collateral calculation guidance (including a recommended 6‑ to 3‑month update window for cost estimates and a 15% administration allowance if a letter of credit is drawn). Staff said the update continues the work of the 2025 major update and adjusts technical details following internal coordination and external stakeholder comments.
Commissioners asked about the standards’ application to existing projects and coordination with utility providers. Rethamel said applications will be held to the standard in force at the time of submittal and that the department maintains prior versions for reference; significant changes can be considered through the variance process. She also described communications and coordination plans with utility providers and presubmittal notifications ahead of the May 4 effective date.
Commissioner Campbell moved approval and Commissioner Warren Gully seconded. The board approved the IDCS 2025 update with the stated effective date to allow staff to notify applicants and partners.
