Board approves Hart Brown final plat; applicant proposes 'Elkhart Pickle Farm' recreation venue

The Arapahoe County Board of Commissioners on Feb. 3 conditionally approved final plat PF25‑003 (Hart Brown Subdivision filing 2) to consolidate two lots into a single 4.68–4.7 acre parcel and allow redevelopment of the site.
Planner Ray Fields told the board the replat brings the parcel into conformance and staff reviewed referrals that found water, sewer and emergency services adequate. Samantha Paul Miller of Norris Design presented the applicant’s vision for the site — branded in materials as the Elkhart Pickle Farm — including nine pickleball courts (three existing), four padel courts, a multipurpose field, covered dining and about 94 off‑street parking stalls. She said the applicant aims to begin construction quickly and hopes to open during the 2026 season.
Commissioners asked about trail connections, capacity and transitional uses if pickleball demand changes. Paul Miller said the site is intended as a social destination and could accommodate alternate uses over time (padel conversion, outdoor events or other activities). The applicant estimated a capacity closer to 200 people during peak events and said staff is continuing work on the concurrent administrative site plan.
Commissioner Campbell moved to conditionally approve the final plat subject to staff conditions; Commissioner Baker seconded and the motion passed. Staff noted five standard conditions that remain to be satisfied — engineering comments, subdivision improvement agreement, operations and maintenance agreement, water and sanitation district approval, and verification that conditions are met before further approvals.
