The City of Largo Commission on May 5 approved a substantial amendment to the city’s FY2025–26 Community Development Block Grant (CDBG) annual action plan to reallocate $20,226 to provide one month of emergency shelter services and related wraparound care for 20 shelter beds.
Housing-division staff told commissioners the current contract for the homeless emergency project was funded through the American Rescue Plan Act and expires Aug. 31; the proposed amendment would move $20,226 from slum-and-blight removal funds into the public‑services category to maintain shelter operations in September 2026. The staff presentation noted the Community Development Advisory Board recommended the amendment at its March 30 meeting and that a required 30‑day public comment period produced no comments.
"The amendment will allocate $20,226 in gap funding for one month of emergency shelter services in September 2026 to continue to support the 20 shelter beds and wraparound services," a housing division presenter said during the meeting.
Commissioners asked whether ongoing funding would come from CDBG or the general fund; staff said it would likely be a mixture and noted CDBG has a 15% cap on public‑services spending. After discussion, the commission approved Resolution No. 2460 by unanimous roll call.
Next steps: staff will submit the substantial amendment to the U.S. Department of Housing and Urban Development for approval and, if HUD approves, the city manager or designee will accept the grant as authorized by the resolution.
