City outlines parks upgrades and a pending $6 million waterfront grant application

Parks and Recreation project manager Alan Perdomo presented a systemwide parks update to the City Council on April 21, listing completed and planned work across 12 parks and noting a pending major federal grant application for waterfront improvements.
Perdomo said the city manages about 87 acres of parkland and described recent upgrades including new pour-in-place playground surfacing, LED athletic lighting on multiple fields, camera and Park Connect Wi'Fi installations, and a mosaic art piece at the aquatic pavilion. He reviewed individual projects: Hermosillo Park (community center, amphitheater, multi-sport fields) had a groundbreaking on Dec. 6, 2025, with construction expected through December 2027 and a ribbon-cutting in 2028; other parks noted recent playground installations, master-plan work and LED lighting rollouts.
Perdomo told council staff submitted a $6,000,000 grant application to the Land and Water Conservation Fund (administered by the National Park Service) for Norwalk Parkland and Waterfront and said staff had a site visit and expect an announcement soon. He also called council's attention to upcoming state Prop 84/Prop 68-style competitive grant opportunities administered by California State Parks and said the city will pursue funding for Norwalk Park and Holyfield Park where master plans are complete.
Council members thanked Perdomo for the detailed overview and asked staff to continue to update the council as grant decisions and phase schedules evolve.
