Resident asks about minutes from April displacement workshop; staff says it was a closed partners meeting
Summary
A resident asked whether the April 3 displacement workshop produced minutes and whether work‑group meetings are public; staff replied the April session was a closed community‑partners workshop with no HAC quorum and no HAC minutes, and said smaller work‑groups are not public but report back at general meetings.

During public comment at the Aug. 26 Housing Action Committee meeting, resident Ashley Phillips asked whether the April 3 displacement workshop was recorded and whether minutes were produced. “I was looking for the minutes from that workshop or finding out if this meeting was recorded,” Phillips said.
Quincy responded that the April 3 session had been run as a closed community‑partners workshop and that the Housing Action Committee itself had canceled its regular meeting that day; because HAC did not have a quorum the town did not produce HAC minutes for that community‑partners event. Quincy offered to provide notes so residents could be informed about what occurred.
The committee also clarified that most work groups are composed of fewer than a quorum of HAC members; those smaller fall‑off groups are not public meetings under the town’s meeting rules, but the work groups report back to the full committee during its public meetings.
Why it matters: The exchange clarified what is and is not recorded and how the committee intends to keep the public informed: ad hoc or partner‑only workshops may not produce HAC minutes, but work‑group outcomes are reported at public HAC meetings.
What’s next: Staff said it can provide notes from the April partners’ workshop and will follow up with the resident and the new communications director about sharing information from work‑group meetings with the public.
