Select Board approves purchase of new loader using Chapter 90 funds

Chair Bob opened discussion about the highway superintendent’s request to purchase a wheel loader and presented the vendor quote: “the quote for the loader, minus the plow, is 177,927,” the superintendent said. The superintendent added the plow option would cost $15,730 and that Chapter 90 generally covers wheel loaders though not snow-and-ice equipment.

The board asked how the machine would be used and how it would affect the fleet. The superintendent described using the loader to load sanders, shape parking areas and—when needed—fit a plow attachment that snaps on via hydraulic quick-attach gear. Members pressed for details about whether mounting hardware and installation are included in the vendor price; the superintendent said he would confirm those items with the dealer.

Board members debated financing and whether using FY2026 Chapter 90 funds would undercut planned roadwork. One member noted prior precedent for purchasing heavy equipment outright when the funds were available and cited state guidance recommending avoiding multi-year interest when possible. The superintendent said the loader qualifies as an allowable Chapter 90 purchase and that the town’s FY26 Chapter 90 balance would still cover planned work.

A committee member moved to purchase the loader using FY2026 Chapter 90 funds; the motion was seconded and approved by voice vote. The board deferred a final decision on purchasing the plow attachment to a later meeting so staff can confirm installation costs and whether the town wants to allocate snow-and-ice funds.

Next steps: staff will confirm with the vendor whether the plow install is included and return with final cost and financing recommendations before authorizing the plow purchase.
