Resident urges county to clarify Vacaville Fire Protection District appointments, raises insurance and consolidation concerns

Lee Leanne Stubblefield, a Pleasants Valley resident who said she and neighbors were affected by the LNU fire, used the public comment period to ask the board why Vacaville Fire Protection District board appointments had not been finalized and how a proposed consolidation under a community-wide protection plan ("CWC") would benefit northern Solano residents.
"I need to know what's happening with our Vacaville fire district... why the boards haven't been approved and or reappointed," Stubblefield told supervisors. She praised improvements under Chief Dave Kuntz, including an automatic aid agreement with the Winters Fire Department, and said the Vacaville district "received approximately over 700 calls this last year," compared with two neighboring districts she said had about half that volume.
Stubblefield said Vacaville's new volunteer stipend program and equipment changes have improved services but warned of an "insurance crisis" that could hinge on a district's viability: "One of the things the insurance companies are looking at is the viability of the local firefighting companies and districts," she said.
Chair Mashburn told Stubblefield the board would not respond during public comment and noted the reorganization item would appear on a March 6 agenda and recommended she speak again at the March 11 board meeting for follow-up. The chair invited supervisors and staff to attend a Pleasants Valley Fire Safe Council meeting to discuss local questions.
Later in board comments, a supervisor raised concerns about reports that Marin County could lose $12,000,000 in mental-health funding and cited an Illinois governor's warning about Medicaid cuts; the supervisor suggested the board consider placing a correspondence item on a future agenda explaining potential impacts to Solano County and to track developments.
No board action on the Vacaville district was taken at the meeting; the public comment was recorded and the board closed the period.
