Commission approves LED sign code changes, billboard exception and final plats; Flagler Center deferred

Representatives for OutFront Media, including attorney Brian Adler, presented a companion special‑exception application for signage at Dolphin Mall and explained how the signage booklet would be revised. The commission approved the special‑exception application after a brief presentation and standard motion and second.
The commission also approved final‑plat resolutions for Ladner Development (Little Abner phases 1–3) and a replat for Bridal Estates, clearing those plats for county recording. Commissioners emphasized that the Flagler Center master‑development agreement (a larger mixed‑use project) remains under review; the mayor and the developer said additional information is still pending and the item was deferred with no date certain.
Taken together, the approvals move several development and signage matters forward while the commission continues to seek more detailed information on the larger Flagler Center project.
