Planning commission rejects Thompson's Station Hardware bond-release request; approves other bond releases

The Thompson's Station Planning Commission on April 28 rejected a request to release a letter-of-credit tied to the Thompson Station Hardware/Bedford Farms commercial site, and approved other bond-release items listed for Columbia Pike per town recommendation.
Staff recommended against releasing the Bedford Farms bond because the town requires either (a) that the access drive and connection to Lewisburg Pike be constructed and approved by the town, or (b) that a surety instrument be submitted on behalf of the Pleasant Creek development team in conjunction with the final-plat submittal that includes the area of the needed drive to Lewisburg Pike. Staff noted the timeline for those conditions is not controlled by the town and cannot be estimated.
An applicant representative (speaker 6) asked the commission to release the letter-of-credit upon bonding of Nita Drive, saying Pleasant Creek has constructed Nita Drive to the creek and expects to submit bonding once a flood study and permitting are complete. Town staff reiterated that a surety instrument or final-plat action showing the surety must be in place before release; commissioner (speaker 3) moved to reject the release request and the commission recorded ayes in roll-call.
Separately, the commission considered additional bond action items for the Columbia Pike corner of I-840 and moved to set the RD/SEWER bond(s) for those sites per town recommendations; those items were approved by roll call.
