Council advances two rezoning ordinances with developer commitments; first readings carried

The Crown Point City Council on May 4 held first readings and advanced two rezoning ordinances that would change large parcels along Delaware Street from R-1A to R-2 while attaching binding zoning commitments to preserve single-family characteristics.
Attorney Jim Weiser, representing the petitioner, said the commitment requires development as single-family residential with a cap of 172 lots on one parcel and minimum lot dimensions (80-foot frontage and 125-foot depth). He said a wetlands delineation has been completed and would be filed with subdivision materials.
Council members said they wanted the signed commitment attached to the ordinance packet and recorded with the county recorder before second reading. Josh (staff) summarized the staff report, noting planning commission’s 6–1 favorable recommendation and that R-2 would permit reduced minimum lot sizes compared with R-1A; the developer’s commitment sets larger minimums than basic R-2 standards.
Council moved and approved first reading of Ordinance 2026-05-11 (rezoning 13209 Delaware St., ~34.12 acres) subject to the signed and recorded zoning commitment. A separate motion carried to read Ordinance 2026-05-12 (rezoning 13232 Delaware St., ~77.16 acres) on first reading subject to the same signing and recording requirement.
Council members emphasized that the commitment will “run with the land” once recorded and provide additional control beyond the base R-2 zoning. Both items will return for subsequent readings once the signed documents are recorded.
