Assembly enacts ethics reform and creates Public Safety Communications department; several routine funding items set on consent
Summary
The assembly unanimously enacted an ordinance combining dual-service and incompatibility code sections and removing a one-year hiring ban for former assembly members, and enacted creation of a Department of Public Safety Communications (911 dispatch). Multiple consent-agenda funding and lease items were approved with little debate.
The Kenai Peninsula Borough Assembly on April 21 enacted two ordinances that will change borough governance and public-safety administration.
The assembly enacted Ordinance 20-26-09, which consolidates borough code sections concerning dual-service prohibitions and incompatibility of offices and removes a one-year hiring ban on former assembly members. The motion to enact was made by Chair Truesdell and passed by unanimous consent after a period for public hearing (no members of the public testified on the ordinance).
The assembly also enacted Ordinance 20-26-12, which formally recognizes the 911 dispatch (public safety communications) center as a borough department under direct mayoral oversight and sunsets the advisory board that previously provided input. Chair Truesdell moved to enact and the measure passed without objection.
Several items were approved on the consent agenda after the clerk read titles and members closed public testimony. Those items included:
- Ordinance 20-26-13: a five-year public-purpose, noncommercial communication-site lease with the Cooper Landing Community Club (renewal; $10/year proposed for a public benefit lease) reported by the finance committee.
- Ordinance 20-25-1934: appropriation of supplemental funds to redirect unspent Nanilchik School septic replacement funds (approximately $112,565.66 remaining) plus $143,435 from the general fund to complete the Nikiski North Star Elementary septic replacement.
- Ordinance 20-25-1935: reclassifying a records micrographics technician to a lead position to recognize technical complexity and staff development needs.
- Ordinance 20-25-1936: reimbursement of $42,925 to CPH for replacing the Kenai Health Center fire alarm system; borough-owned facility's old system was past its useful life.
- Ordinance 20-25-1937: acceptance and appropriation of Alaska DNR Volunteer Fire Capacity Program grants on behalf of Bear Creek Fire, Nikiski Fire, Kachemak Emergency and Western Emergency Service Areas to improve firefighter safety and capability.
Finance Committee Chair Neeson summarized the consent items and recommended their inclusion; the assembly approved the consent agenda as amended by unanimous request.
These enacted measures will take effect per borough ordinance schedule; staff will follow up with implementation steps for the new public-safety department and the personnel reclassification.
The assembly continued other business, including budget discussion and community testimony, and adjourned after announcing future meeting dates.
