Council approves Caltrans gateway maintenance agreement and funds design work for Rosewood Park expansion

The Commerce City Council approved two public-works items on April 14: a Caltrans-required landscape maintenance agreement for a raised median gateway at the I‑5 southbound off-ramp, and authorization to issue a request-for-proposals and fund design work for the Rosewood Park extension.
Public Works Director Shahid Abbas told the council the gateway project area lies entirely within Caltrans right-of-way and requires Caltrans approvals and encroachment permits. Abbas said the city's ongoing maintenance responsibility for the median would cost roughly "$1,500 annually" and that the total project cost for design and construction is approximately $1,800,000. "The project is ready subject to the city obtaining the required encroachment permits, which will be issued once the maintenance agreements are executed," Abbas said. The council voted to approve the landscape maintenance agreement.
On the Rosewood Park extension, Abbas described staff plans to use an underutilized city-owned parcel adjacent to the back of city hall for park expansion, with features under consideration including pedestrian and bike connectivity, a pump track (about 5,000 square feet), two pickleball courts and public-art opportunities. He asked the council to authorize staff to issue an RFP to select a design consultant and to approve a $300,000 appropriation for the design phase from the project management fund. Council discussion emphasized creating a "shovel ready" project to increase competitiveness for grants. The motion to authorize the RFP and the design appropriation passed.
City Manager (speaker) added that staff will resolve an encroachment concern identified on the parcel and clarified that construction costs of $2–2.5 million are to be determined and would be funded later through grants or budget allocations.
Both items passed on motions made and seconded by councilmembers; no members recorded opposition or abstentions on either vote. Staff will proceed with encroachment permitting for the Caltrans median and will return with design consultant recommendations and refined cost estimates for the Rosewood Park expansion.
