Henry County commissioners approve 2026 health rates, award $1.38 million courthouse interior contract and clear routine transfers

President Glenn A. Miller called the Henry County Board of Commissioners to order at 9:01 a.m. on Oct. 28, 2025. The board approved several routine finance items, set employee health benefit rates for 2026 and awarded a contract for courthouse interior work before adjourning at 10:20 a.m.
The most consequential action was approval of 2026 health insurance rates. Anna Musshel presented the plan; the board voted unanimously to increase rates by 2.5 percent for 2026. In addition, the county will add $100 to employee HSA, HRA and waiver accounts, bringing those accounts to $2,100. The resolution noted that Superior Dental will no longer be offered, while Delta Dental and VSP rates remain unchanged.
The board also awarded the Courthouse Interior Project to Rupp Rosebrock for $1,376,899.00. Commissioners approved a resolution authorizing the contract award and separately passed a resolution authorizing the president of the board to sign documents related to the project. Motions to award the bid and to authorize the president—or signature were moved and seconded and carried unanimously.
Commissioners received a transportation update from Jeff Tammerine and Stephanie Honeck; the presenters referenced supplemental materials ("See attached") and no formal action on the update is recorded in the minutes.
Several routine fiscal resolutions passed unanimously. The board approved budget adjustments and Then-and-Now certificates, and approved transfers among departmental funds: $288.39 from the Public Assistance Fund to Public Children Services for PRC; $6,057.69 from Public Children Services to Public Assistance for Best Practices Administrative Services; and $12,667.21 from the Family and Children First Council to Public Assistance for council services. The meeting record lists motions and seconds for each resolution and notes unanimous approval.
The board approved a payment of $83,934.05 to Gerken Paving for work on the 2025 County Widening Program. That payment was recorded as a separate resolution and approved unanimously.
The meeting concluded at 10:20 a.m. President Glenn A. Miller signed the minutes and Kristi Schultheis, clerk, attested to the record. The board will meet next at its regularly scheduled session or upon call of the president.
