Board to demand verification after finding unpermitted sewer connection at 1171 Lyons Drive

The sanitation board said it has evidence that 1171 Lyons Drive (the former Lazydays site) has been connected to the municipal sewer system without a recorded connection permit, applicable inspections or payment of user fees.

The chair outlined a draft letter the board will send to CIT demanding verification that the connection was made to code and asking for the contractor’s contact information. The chair said the town’s records show no permit, and staff recommended requiring documentation that the prior mound septic system was decommissioned and approved by the health department before the county will consider the connection complete.

Board members also discussed how to calculate equivalent residential units (ERUs) for billing. Using the Indiana administrative guidance cited by a member (20 gallons per employee per day), staff estimated about 15,000 gallons per month for 25 employees, which the board said could translate to roughly 2–2.25 ERUs. "20 gallons times 25 times 30. 15,000," a committee member said; the chair said staff will run the ERU calculation and include it in the letter.

To allow CIT to catch up on charges, staff proposed mailing a coupon book beginning December 2025 so the property can pay back charges over a short window. The board instructed staff to finalize the letter, include the ERU excerpt, and mail the coupon book once figures are verified.

Next steps: staff will finalize the demand letter to CIT, include the ERU calculation excerpt for office employees, request contractor contact information and proof of septic decommissioning, and mail back-billing coupon books to start the catch-up collection period.
