Waunakee board approves cooperative plan tied to potential Westport incorporation

Trustees voted to authorize a cooperative plan between the town of Westport and the cities of Madison and Middleton, and the villages of DeForest and Waunakee, a step staff said would be part of a possible Westport incorporation.
A village staff member walked trustees through the packet materials and a map that shows the proposed village boundaries if the cooperative plan and incorporation are approved. The staff member said the dotted green-and-white lines in the materials represent the village boundary under the plan and explained language clarifying that rights-of-way shown on exhibits are intended to transfer to the attaching municipality when parcels on both sides transfer; when parcels on each side are in different jurisdictions, transfer would be to the center line.
Staff explained that the cooperative plan and incorporation petition must be submitted to the Wisconsin Department of Administration and that approval at the state level is required before incorporation proceeds; incorporation itself would then require local referendum. The staff member estimated the incorporation timeline could extend beyond a single election cycle and said a spring 2027 referendum is possible but speculative.
A trustee moved to approve a resolution authorizing staff to proceed with the cooperative plan and to work with the state Department of Administration; trustees approved the resolution subject to final review by the village administrator and village attorney.
