Waunakee board approves rezoning to create senior-living campus at Manor property

Trustees on the Village of Waunakee board voted to rezone two adjacent parcels at 801 South Klein Drive and 2 Manor Drive into a Planned Unit Development (PUD), a move staff said will allow the Waunakee Senior Living (the Manor campus) to be treated as a single campus.

Lauren, a village staff member presenting the item, said the change is intended to "facilitate" campus-style review and reduce the need for conditional-use hearings by consolidating permitted and conditional uses in the General Development Plan. She described key changes including allowing more than one principal structure on the property and spelling out district standards — "maximum building height at 45 feet and detached up to 20 feet," she said — to clarify setbacks and yard definitions.

Staff recommended approving the rezoning ordinance and adopting the General Development Plan; trustees asked procedural questions about features such as fencing and were told those details will be handled in the site-plan review that goes to the plan commission on April 13. After brief discussion, a trustee moved and seconded approval; the motion carried. The chair noted an abstention by Trustee Aaron Moran during the vote.

The PUD will permit nursing-home and assisted-living uses as standard permitted uses rather than as conditional uses, a change staff said will simplify future adjustments to the site without requiring additional public hearings. The board’s approval authorizes staff to proceed to the next implementation steps, including the plan-commission review of the specific site plan.

The decision marks the board’s latest action on the Manor campus; staff said exterior and interior renovations and some parking and path improvements are expected under the plan.
