Huntington Beach authority reports prior approval of litigation against Surf City Partners LLC; recesses for labor talks

The Huntington Beach City Council Public Financing Authority met in a short special session and recessed into closed session to confer with labor negotiators, the presiding official said.

Paul D'Alessandro, the city attorney, told the authority that the city attorney's office was representing the city in an all-day labor mediation, "which is why he's not present tonight," and reported that "the city council unanimously approved the initiation of litigation versus Surf City Partners LLC for the recovery of unpaid rent" as a report-out from the prior closed session.

The announcement identified agency representatives for the closed-session labor talks as Travis Hopkins, city manager; Marissa Sur, assistant city manager; Paul D'Alessandro, city attorney; and Zach Zee, acting chief financial officer. The employee organizations named were the Huntington Beach Police Officers Association and the Police Management Association.

A motion and second were made to recess into closed session; the motion was called and the council recessed. After the closed-session portion, the city attorney stated there was nothing further to report from closed session during this meeting.

The presiding official then moved to adjourn. The authority adjourned and announced that its next regular meeting is scheduled for May 5, 2026, in the Civic Center Council Chambers at 2000 Main Street, Huntington Beach.
