Oakland NSA ad hoc to review OPD overtime rules and OPOA MOU before making recommendations

The group agreed it would be premature to offer final recommendations without first collecting the relevant policies and data.
Director Lawson urged the group to pull up the MOU and OPD policies during the Thursday discussion, saying overtime rules are complex and may include minimum-pay provisions: "I think if you do any overtime, the minimum amount is like 4 hours," he said. The Inspector General offered to begin a policy review and to pull relevant materials for the panel to examine.
The panel settled on a short, concrete work plan: identify which overtime policies apply to sworn officers, search PowerDMS for existing documents, ask OPD on Thursday which policies they recommend the commission review, and request additional material from the city auditor and OPD as needed. "I'll ask OPD on Thursday what policies they recommend for us to review. I'll also take a look on PowerDMS and see what I can find there," the chair said.
Members emphasized using multiple sources so the panel does not miss training bulletins or ancillary guidance. They noted a June audit by the city auditor that addressed overtime in the past and agreed to consult that report as background. No formal motions or votes occurred; the group plans to gather documents and reconvene at the next ad hoc meeting to draft specific recommendations.
The meeting ended with the chair saying she will present the panel's proposed approach to the full commission on Thursday and that further meetings in late February or March would finalize recommendations.
