New Ulm council approves training, grant‑funded trap range work, union pay adjustment and other routine items

At its March 17 meeting, the New Ulm City Council approved several operational and administrative items in addition to larger agenda issues.
Police training: The council approved Chief Dave Borger’s request to send Officer Greg Miller to Drug Recognition Expert training May 31–June 6 in Philadelphia. Borger said the class and travel costs are covered by the training provider and that the city would cover the officer’s wages and per‑diem. "Everything is paid for as far as the classes, the air flight to Philadelphia," Borger said. He told council Officer Miller would help train other officers on DRE methods upon his return.
Trap Range project: The council approved contracting RW Carlstrom to provide professional services (bid documents and construction management) for the New Ulm Trap Range building project, funded in part by a grant, with an estimated total cost of $235,000. Staff confirmed the project will go out for public bids because of its scale.
Union pay MOU: The council approved a memorandum of understanding under the Law Enforcement Labor Services (LELS) collective agreement to raise an investigator assigned to the BLRRR Drug Task Force to the senior investigator rate (a 6% increase). Staff said the increase will be reimbursed by the task force and will not cost the city additional net funds.
Other items: Council approved a resolution allowing the New Ulm Baseball Association to submit a lease for lawful gambling at Johnson Park during the 2026 baseball season (Park & Rec recommended approval 4–1). The council received and filed a snow‑removal appeal and forgave the assessed charge in that case.
All items were passed by voice votes during the meeting. Staff will follow up with standard procurement and reporting procedures for projects and training.
