Trenton council authorizes DTE addendum, posts RFQ for Clock Tower site and approves DDA grants and emergency wastewater repair

Trenton — At its May 4 meeting, the Trenton City Council approved several administrative and capital actions, including a contract addendum with DTE, a request for qualifications for the former Clock Tower site, business façade grants, and an emergency wastewater repair payment.
City Administrator Dean told the council that DTE has expanded regulatory requirements for cleanup at a city site, which increased the scope of work and will delay the Greenway Path portion of the project. "They've expanded the regulatory requirements ... that are gonna be a little more involved than was originally anticipated," Dean said, and he asked the council to authorize the city administrator to sign an addendum to accommodate the changes. The council moved, supported and approved the authorization.
The council authorized posting a request for developer qualifications (RFQ) for the former Clock Tower property, with a planned 60‑day posting and an internal review period followed by council review. Dean said the RFQ could remain open until the administration and council identify a proposal they consider the right fit for the site.
Council also authorized an administrative process to dispose of surplus and obsolete office equipment and furnishings, delegating pricing to the city assessor and assistance to the clerk, and providing a 20% discount on purchases to Trenton residents.
DDA representative Buscino presented two business improvement (façade) grants for council approval: $24,965 for 2710 West Jefferson Avenue and $41,276 for 2349 West Jefferson Avenue. Buscino said the program reimburses 50% of eligible façade costs up to $50,000 and that reimbursements are paid after inspections and submitted documentation. The council approved both grants.
Wastewater Treatment Plant Superintendent Willison reported that the plant’s fine-screen system faulted on April 15 during a rain event; after vendor Duperin inspected the unit, the augers, gearbox and transmission were found to have significant wear and required replacement. Repairs were completed April 24 and Willison requested approval of an invoice for $38,591.17 to be paid from the capital improvements account. The council approved the payment and Willison said the plant has updated maintenance procedures per the vendor’s recommendations.
Mayor Pro Tem/Councilwoman Hornback moved to approve authorized disbursements dated 05/04/2026 totaling $792,071.09; the motion was supported and approved unanimously. No votes against or abstentions were recorded in the meeting transcript.
