Trenton council adopts 2026–27 budget, sets 27.41-mill rate and raises water and sewer rates

Trenton — The Trenton City Council unanimously adopted the city’s recommended fiscal year 2026–27 budget on Monday and set a proposed millage rate of 27.41 mills to support municipal operations.
Controller Jill told the council that the city’s general fund for the coming year totals $26,885,072 and outlined the millage components, including separate levies for refuse collection, pension obligations, library operations and an existing municipal bond. "Budget resolution 2026‑7 proposes a millage rate of 27.41 mills covering the fiscal year beginning July 1, 2026," Jill said.
The adoption included Tax Resolution 2026‑8, which implements the millage breakdown that Jill reviewed and directs the clerk to certify rates to the assessor. The council moved, supported and adopted both resolutions without roll-call dissent.
The council also approved Water and Sewer Rate Resolution 2026‑9, accepting an increase of $1.15 per thousand gallons to bring water charges to $7.97 per thousand gallons and sewer charges to $7.87 per thousand gallons, for a combined rate of $15.84 per thousand gallons effective July 1, 2026. "An increase of $1.15 per thousand gallons is being recommended resulting in total overall water and sewage rates as follows," Jill said during her presentation.
Jill reported the board of review completed its assessment role March 19, 2026, and described the certification steps the clerk will take after adoption. The council also authorized forwarding reports of delinquent accounts to the treasurer for inclusion on the 2026 tax roll; Controller Jill said delinquent water and sewer receivables total $342,672.54 and miscellaneous receivables total $11,257.98.
Why it matters: The millage and budget set the city’s revenue framework for services and capital spending in the coming year; the utility rate increase is intended to cover operating and maintenance costs for the water and sewer system.
The council adopted the budget and related resolutions by motion and verbal support; the meeting record notes the actions were "unanimously so ordered." The clerk will complete statutory certification steps following adoption.
