Residents press for Quail Valley police substation; city outlines park gift and sewer design needs

Residents at Menifee’s District 2 town hall pressed for a local police substation while city staff outlined practical obstacles and parallel infrastructure plans for Quail Valley.
Rita Peters, a longtime resident, urged the city to convert an old fire station into a substation, saying a visible police presence "makes a difference" and citing support from neighborhood groups. City staff acknowledged interest but said retrofitting the old station would require substantial work and that the site has failed septic and other code issues. City Manager Armando Villa said those upgrades could be costly: "We would have to invest a significant amount of money, and I'm talking millions of dollars, to be able to bring it up to a standard where we can have employees and the facility could be used." Staff also said the city is exploring alternatives and discussions with organizations such as the Boys & Girls Club but offered no timeline for a conversion.
In related Quail Valley updates, Councilmember Ben Diederich announced the city received a land donation of just over 10 acres intended for a nature-themed park with walking trails, play areas and gathering spaces; the park is in the design phase with anticipated groundbreaking by the end of the calendar year.
Diederich also reported work connected to sewer service for Sub Area 4: Eastern Municipal Water District (EMWD) is designing a sewer system and “needs signed commitment letters from at least 80% of the property owners in Sub Area 4” to strengthen a grant application expected this fall. He urged residents to sign commitment letters and said staff would provide the EMWD link and further assistance.
Public works staff and the police emphasized ongoing patrols and targeted enforcement in Quail Valley while noting that resident reports (including reports of off-highway vehicles and, in some cases, shots fired) help the city allocate resources. Staff said a city-owned former Bank of America building is being retrofitted to relocate an existing police substation, with council action on the project planned at an upcoming meeting.
