Skokie opens CDBG public hearing; 17 applicants seek funding for housing, health and social services

The board opened the first of three Community Development Block Grant (CDBG) public hearings on May 4. Justin Malone, Neighborhood and Housing Coordinator, briefed the board on process and funding: Skokie is an entitlement community for HUD and its 2026 allocation is $550,966 (up from about $532,000 the prior year). Malone outlined categories (construction, public services capped at 15% of entitlement, and planning/administration capped at 20%), the application window and the June 15 timeline for the draft action plan and final board vote prior to HUD submission.
Seventeen presentations followed. Samples of requests recorded in the hearing record included:
- AHS Family Health Center (Mohammad Paracha) requested capital funds for rooftop HVAC replacement (project cost ~$69,500) and a service funding request for dental staffing (amounts discussed in presentation). Paracha said AHS serves about 16,000 unduplicated patients across four sites and emphasized a high share of low-income and uninsured patients.
- Northwest Compass (Sonia Ivanoff) sought funding for homelessness prevention, rapid-resolution case management and landlord mitigation services; presenters emphasized eviction prevention and wraparound supports.
- Children’s Advocacy Center (Lunas Spivey) asked for $10,000 to support forensic interviewing and mental-health services for child survivors; Journeys Road Home sought $10,000 for emergency shelter and Hope Day Center operations.
- CJE Senior Life asked for roughly $96,433 toward a carpeting project at a 150-unit senior building serving low-income residents; Shore Community Services requested $75,000 for roof and skylight repairs at the Lois Lloyd Center that serves about 60 people daily.
- Open Communities (Sarah Delgado) requested $25,000 for fair-housing counseling and housing counseling services and estimated serving about 191 Skokie residents; Search and Orchard Village requested capital improvements for group homes and accessibility projects.
Other recorded requests included Turning Point Behavioral Health (facility painting), North Shore Senior Center (capital and public-service support), PEER Services (substance-use treatment/mobile MAT), WINGS (hot-water system upgrades), and Housing Opportunity Development Corporation (sewer/boiler repairs to preserve affordable units). Malone said some requests exceed available funds and the board will make difficult prioritization decisions.
The public hearing was formally closed by board motion; Malone will return June 15 with a draft action plan reflecting applications the village can fund and will submit a consolidated plan to HUD after local approval.
