City staff present refined pro forma and senior-programming update for community health and wellness center

City staff updated the council on the 50+ senior programming transition and the Community Health and Wellness Center pro forma on May 11.

Matt Cowell, a recreation supervisor, said Creekside closed in May 2025 after 50 years of service; 95% of Creekside programming has moved to Logan Lodge or other venues. The boutique for senior artisans is operating as a mobile cart at Civic Plaza, and staff are scheduling it at city events until the community center provides permanent space.

Dakota, project staff, presented a refined pro forma that accounts for adding a third gym and phased ramp-up of services. Dakota said the pro forma includes personnel service costs and aims for roughly 90% cost recovery in the facility’s first full year of operation (projected 2028) and more than 100% cost recovery by year five. "All of the personnel for the facility are included in this pro forma," Dakota told the council.

Council members asked about space differences between Logan Lodge and the new facility, tasks for staff to manage room changeovers for seniors, and outreach to participants. Staff said the new center will provide six programmable spaces (versus four at Logan Lodge) and that pro forma staffing includes switch‑overs and operations to support seniors.

What happens next: Staff will continue outreach to Logan Lodge participants, refine the pro forma as construction and operational plans are finalized, and report back on implementation steps and schedules.
