Committee approves parking-deck maintenance, curb-and-sidewalk contract and other infrastructure items

In Committee of the Whole the council authorized a Ramirez Group LLC contract for parking-deck traffic topping (not to exceed $60,912.50), approved awarding the 2026 pavement marking and curb/sidewalk replacement program to Globe Construction with scope adjustments to meet budget, and approved smaller professional-service amendments related to the Geneva Generation project.
At the Committee of the Whole following the council meeting, staff presented several infrastructure procurement items and a supplemental professional-services amendment.
Parking garage maintenance: Staff recommended a contract with Ramirez Group LLC for parking-deck traffic topping, expansion-joint work and deck protections with a 10% contingency not to exceed $60,912.50; staff described the award as the lowest responsible bid for identified areas of the deck. Council asked whether the project funds are separable from the curb-and-sidewalk program; staff said the parking garage work uses a separate parking-garage fund and those dollars cannot be shifted to the infrastructure fund. The council approved the draft resolution by voice vote.
Curb-and-sidewalk program: Staff recommended awarding the 2026 pavement marking, curb and sidewalk replacement program to Globe Construction as the lowest responsible bidder. During discussion staff reported the contract price exceeds the budgeted general-fund amount and said the scope will be reduced to comply with the budget. Council members requested a map of specific locations; staff said maps are available and can be included in the council packet. The council approved the draft resolution by voice vote.
Geneva Generation supplemental agreement: The council approved supplemental agreement 26-01 with Stanley Consultants for professional services related to the Geneva Generation facility in a projected amount of $24,914. Superintendent Holton (speaker 20) explained additional transfer-trip equipment is required for the interconnection with ComEd so the city's generators do not back-feed faults on the utility circuit; he said ComEd has indicated separate work on its side could total roughly $700,000 and the city plans to budget for that larger equipment work in a future year. The council approved the supplemental agreement by voice vote.
All items in Committee of the Whole were approved as presented; staff will return any required contract documents and follow-up materials to the council as needed.
