Tigard presents quarterly CIP update: 54 projects, several bids under estimate and multiple construction starts this year

City engineer Joe Wisniewski told council the capital improvement plan includes roughly 54 projects this year spanning water, sanitary sewer, stormwater, transportation, parks and facilities.
Highlights included: the Red Rock Creek waterline relocation moving into summer construction; generator replacement at Pump Station 1 moving toward construction this fall; ongoing pipeline renewal paired with pavement management; completion and closeout of aquifer storage and recovery well work; the Rotary Plaza restroom decommissioning due to vandalism and sewer-management problems; a streetlight replacement program to replace aging wood-laminate poles; and Steve Street Park coming in significantly under estimate and slated for summer construction.
Wisniewski said several recent bids have come in under engineer estimates, creating an opportunity for timely deliveries. He also noted a number of projects are coordinated with regional agencies (ODOT, Clean Water Services) and that timing for some state- or county-led efforts depends on external schedules.
Why it matters: The CIP outlines where capital funds and construction capacity will be directed, and early-bid savings may allow more project delivery. Projects affect travel, stormwater resilience, park access and downtown infrastructure.
Next steps: Staff will bring contracting items to the local contract review board and council as needed and provide project-specific briefings as projects approach construction.
