Audit Commission unanimously recommends Davis Barr for city audit contract

The Tustin City Audit Commission voted unanimously on April 23 to recommend Davis Barr to the City Council for approval as the city's audit services firm.
Chair Lillian Chandler said the commission formed an ad hoc committee to evaluate audit service proposals and moved the recommendation after interviews and review. "I will make the motion to approve Davis Barr for recommendation to the city council's approval," Chandler said during the meeting.
Jennifer, a city staff member who led the procurement recap, told commissioners the request for proposal had been posted on the city's public procurement portal in February and the city received eight proposals. "We received a total of 8 proposals," Jennifer said, and staff and the ad hoc committee ranked the firms; two firms were advanced for in-person interviews and further evaluation.
Commissioners discussed the evaluation criteria used by staff and the ad hoc committee: similar experience auditing comparable agencies, the lead auditors experience, the firms approach to on-site field work and staff training, and references. Several commissioners said a firms clear plan for on-site field work and in-person training for city staff were decisive factors.
One commissioner noted the higher-priced finalist offered more on-site services and staff training, and commissioners concluded the extra cost was justified by the added value and reduced burden on city staff. The commission then moved, seconded and voted to forward the recommended firm to the City Council for final approval; the vote was 4-0.
Next steps: the recommendation to Davis Barr will be forwarded to the Tustin City Council for final action; staff will include the materials from the RFP process and the ad hoc committees recommendation in the council packet. The commission set no additional conditions at the meeting.
The motion passed unanimously with Chair Lillian Chandler, Commissioner Henson, Commissioner Wendy and the attending committee member voting in favor.
