Rafael Perez, the city’s code enforcement manager, outlined the proposed approach: define a social host to include property owners or gathering organizers, impose strict liability fines regardless of intent, and create a progressive administrative fine schedule. The draft sets first‑offense administrative fines for illegal fireworks possession/discharge at $2,000 and social‑host penalties for private‑property incidents beginning at $3,000 for a first offense and escalating for repeat violations; staff said the fine schedule is codified in the city's fee resolution.
Perez described the enforcement mix: targeted public education campaigns, direct mailings to rental properties and absentee landlords, high‑visibility policing and use of drone footage to document violations and identify associated addresses. He said other jurisdictions that adopted similar social‑host tools reported declines in illegal fireworks use.
Council approved the introduction (first reading) unanimously and asked staff to implement a robust outreach and education effort, including notifying absentee landlords and property managers about the ordinance and consequences prior to escalated enforcement.
