Residents described difficulty finding curb space, blocked driveways and safety concerns; several business representatives (notably salon owners) said the new paid parking downtown has pushed employees to park on the residential block and asked for a small set of business or employee permits or a loading zone.
Council debated whether granting business permits would open a floodgate of requests; some councilmembers favored testing targeted accommodations rather than a broad exception. Mayor Slater offered a substitute motion to adopt the resolution establishing permit parking for the block and direct staff to study potential refinements such as limited business permits or a loading/unloading zone for adjacent businesses. Council approved the substitute motion unanimously.
Staff said they will examine options including targeted permits for specific businesses, loading zones and outreach to absentee landlords and will return with recommendations and implementation details.
