Council holds first reading of ordinance to create Highland Park Youth Council

Councilwoman Manuka presented the ordinance and read its sections aloud. The proposed Youth Council would have five members ages 13–24 who reside in Highland Park; members are appointed by the mayor subject to council approval, serve one‑year terms aligned with the academic calendar, may fundraise, and would provide an annual "State of Highland Park Youth" report to city leadership. The ordinance spells out duties, appointment procedures and meeting requirements, and allows for associate (nonvoting) student members.
Council President Thomas asked that the item be scheduled for a workshop at the May 18 meeting so absent council members can participate and the ordinance can be fully discussed before any vote.
