Kevin Brickey, management budget staff, described Item B‑1 as an amendment to the county’s Capital Improvement Program to add projects (power‑outage emergency beacons, low‑pressure sewer conversion, flood‑mitigation environmental land restoration and related neighborhood drainage work) and a budget amendment to appropriate $95,070,000 within the CDBG‑DR project fund for those projects. The board voted to approve B‑1 unanimously.
Item B‑2 proposed a budget amendment within the CDBG‑DR grant fund to allocate funds for a single‑family housing program expected to assist approximately 1,000 homeowners, including mobile homeowners impacted by storms. Brickey said the request included a large housing allocation, consultant and payment processing contracts, personnel costs, and multifamily program consulting. The staff presentation contained several large numeric references; the board approved B‑2 by unanimous vote.
The motions followed staff explanation of procurement and program delivery steps. Speakers in public comment earlier raised procurement concerns about RFB 2500378, which staff and the board may address separately through procedural review or future agenda items.
The board approved both B‑1 and B‑2 by recorded votes.
