The board approved SUP 533, an application by Jessica Moriarty for an 8,000‑square‑foot luxury daycare and boarding facility in the Blossom Ridge business park; staff found the site plan complied with UDO standards and the board adopted the applicant’s findings of fact. David Ledford, the applicant’s site consultant, confirmed compliance with setback and UDO requirements.
The board also approved preliminary plats and associated subdivision waivers for PA 66 / SR 90 (27 lots) and PA 67 / SR 91 (20 lots). Applicants testified the proposals met UDO subdivision standards; in the cases where waivers were requested (connectivity ratio or turn‑lane requirements), staff’s recommended findings were adopted where applicable.
On finance the board adopted a reimbursement resolution to allow the county to reimburse school capital expenditures (Rock Springs and Catawba Springs) that precede formal debt financing. Separately the county adopted a resolution supporting low‑cost signalization improvements at the Saint James Church Road/NC 16 intersection after a division request from NCDOT.
