County staff outlines $3.5M federal grant, propane fueling and new NCAT facility plans

Mary Habing briefed the board on May 5 about a multi-part infrastructure plan that includes siting an aboveground 1,000-gallon propane tank, converting county vehicles to propane-capable models and building a new facility to house NCAT and Opportunity Center vehicles.
Habing said vendors told staff typical siting constraints for aboveground tanks: about 25 feet from neighboring property lines, roughly 6 feet from overhead power lines and 5–6 feet from driveways. She asked commissioners to direct staff and maintenance personnel to identify a suitable location on county property.
Habing described the new building as roughly 18,000 square feet with secure indoor vehicle storage to reduce theft and fuel tampering, roof-mounted solar panels, rainwater collection to a cistern and a drive-through bus wash that would reuse collected water. She said procurement must follow federal rules, ODOT has hired a consultant to review the RFQ, and the county aims to advertise the engineer/architect RFQ on or about June 1.
On grant funding, Habing said the county was awarded a federal grant of $3,500,000 to cover infrastructure and vehicles; the project anticipates 12–15 vehicles overall, with 2–3 assigned to neighboring jurisdictions and the remainder for Seneca County. Commissioners asked staff to coordinate legal review between county counsel and project counsel before advertising.
