Sen. James Kaufman introduced Senate Bill 163 at the May 5 House State Affairs Committee as part of a multi-year effort to remove obsolete or unused statutory funds and accounts from Alaska law.
Kaufman described the bill as "part of an ongoing effort to try and reduce unnecessary, unneeded, leftover pieces and parts of our statutes," saying Legislative Finance and legal review narrowed an originally larger package to a set of funds that can be cleanly repealed. Takuma Inouye, staff to Sen. Kaufman, said SB 163 would repeal the Public Access Fund and the Alaska Temporary Assistance Program emergency account, repeal the 2001 Special Olympics World Winter Games Reserve Fund, and set an effective date in a separate section.
Committee members asked whether the listed accounts still held money; Sen. Kaufman and Rob Carpenter of Legislative Finance said the accounts are effectively empty following prior actions and that the review process vets activity and balances before recommending repeal. Chair Kerrick set an amendment deadline of Wednesday, May 6 at 5 p.m. for SB 163’s first hearing.
