Council approves amendment letting Unidos expand use of TJ Meadows building without raising rent

The San Juan Capistrano City Council unanimously approved an amendment to an existing license agreement with Unidos South OC, Inc. that allows Unidos to expand into the TJ Meadows building's multipurpose room and meeting room for administrative and program use.
Staff said the 1,200-square-foot TJ Meadows building contains two offices, a meeting room and a multipurpose space and that, since the original license, those common spaces have remained largely unused except for a single Sunday-user. The amendment would allow Unidos to use the multipurpose and meeting rooms on a nonexclusive basis so long as the city retains programming authority and can notify Unidos of any reservations.
Under the amendment as discussed on the dais, Unidos will not pay a higher monthly fee; the current agreement conveys a $900 annual fee (approximately $50/month plus 25% utilities) and staff confirmed that would not change as part of this amendment. Staff also explained that Unidos cannot store portable equipment in the common spaces overnight; only approved furniture can remain on site.
An Unidos representative said furnishing the otherwise-empty space and providing flexible access will make it more usable for community groups and for Unidos' needs, while staff noted the city can still permit other users to reserve the space with advance notice and will notify Unidos within 21 days of a reservation to avoid conflicts.
The council approved the amendment without amendment and recorded a unanimous vote. Staff will execute the amendment and implement the reservation/notification procedures described in the agreement.
