Staff said anticipated SP-1 revenues are about $4 million next fiscal year and that other funding sources (M2, infrastructure fund, grants) are being combined to create a larger street program.
Public Works noted that coordinating pavement rehabilitation with water and sewer construction avoids piecemeal repairs and can improve grant competitiveness. Staff estimated a rough backlog of about $200 million to bring all city streets to top condition and said a sustained budget of $2025$25 million annually over many years would be required to make substantive progress.
Council members and residents asked why certain arterials (Euclid and Yorba Linda) were deferred to a design year tied to federal grant programming and sought better public communication about sequencing so neighborhoods can anticipate when their streets will be repaired.
The council provided direction to staff on SP-1 priorities and requested additional public-facing sequencing and program information as the budget is finalized.
