Cottonwood County commissioners authorize grant application, adopt opioid council bylaws and approve $118,870.92 in warrants

During its April 21 meeting, the Cottonwood County Board of Commissioners took several administrative actions.
County Attorney Nick Anderson asked permission to apply for the biennial Crime Victim Service Grant; Anderson said the grant opens every two years and that, for this cycle, it is limited to county attorney offices. Commissioner Larry Anderson moved to allow the County Attorney to apply; Commissioner Wayne Maras seconded and the motion passed unanimously.
Auditor/Treasurer Carolyn Rempel presented an amended version of the Opioid Settlement Advisory Council bylaws and the board unanimously approved the amended bylaws and authorized the Board Chair to sign.
The board also approved April warrants totaling $118,870.92, broken out in the minutes as: County Revenue Fund $51,870.21; Road and Bridge Fund $43,114.77; Long Term Capital Outlay $9,398.73; Landfill Enterprise Fund $9,285.53; Waste Abatement/SCORE $2,965.90; Ditch Fund $2,235.78.
Chairman Thomas D. Appel raised an earlier request about allowing the DAC to use the chain-linked fence area adjacent to the old armory building as a basketball court. The County Coordinator said the county’s insurer (MCIT) provided a list of insurance issues that would need to be addressed in any agreement; the board reached consensus to proceed with drafting an agreement that addresses those insurance concerns.
The minutes do not list deadline dates for grant submission, the text of the amended bylaws, specific signatories on the warrants, or the final form of the DAC agreement; those items will be finalized in subsequent paperwork and meetings.
